COST Action ENTER Policy Brief No. 1: October 2019 – Communication in EU External Energy Policy: Lessons from the Bilateral Energy Dialogues with Brazil, India, China and South Africa

This policy brief addresses some of the perceived challenges the European Union faces when discussing energy policy with the BICS countries and contains recommendations on how the EU can improve the effectiveness of its communication on external energy policy by, among other things, enhancing coordination among member states and becoming a dialogue partner that is open to listening and compromise.
