The COST Action ENTER policy brief series serves as an outlet for policy-relevant and timely topics at the core of the international research consortium EU Foreign Policy Facing New Realities (ENTER). We strongly encourage policy briefs sharing the research output of the COST Action ENTER and independent policy briefs that contribute to the research objectives of ENTER – detailed here – from four different angles, namely EU foreign policy perceptions, communication, contestation, and relations in turbulent times.
COST Action ENTER Policy BRIEF NO.1/ October 2019 – Communication in EU External Energy Policy: Lessons from the Bilateral Energy Dialogues with Brazil, India, China and South Africa
This policy brief addresses some of the perceived challenges the European Union faces when discussing energy policy with the BICS countries and contains recommendations on how the EU can improve the effectiveness of its communication on external energy policy by, among other things, enhancing coordination among member states and becoming a dialogue partner that is open to listening and compromise.
