This policy brief addresses the challenges for the EU in its peacebuilding efforts. Contrary to analyses that blame the EU’s non-unitary nature and young foreign policy, the author argues the EU’s ineffectiveness in peacebuilding is due to its liberal peace logic. The policy brief argues for the EU to improve its peacebuilding efforts it needs to integrate statebuilding with sensitivity towards local needs, particularly those of the grassroots, avoid offering technical solutions for political problems, establishing an equal dialogue with the locals.
